To assist member agencies in improving
the quality of life in their communities


  • Founded in 1996, the Human Services Self-Insurance Trust Fund offers members a low cost, high quality alternative to the traditional workers’ compensation insurance market
  • Members must be Not-For-Profit agencies in the Human Service or educational industry to be eligible
  • The Trust provides claims administration, loss control, safety programs and managed care services
  • Annual actuarial studies are conducted to properly determine premium rates, modifications and reserves for claims
  • The Trust is owned by it’s members and is represented by a Board of Trustees
  • The Trust is regulated by the NYS Workers Compensation Board and NYS Self-Insurance Department
