The Human Services Self Insurance Trust (HST) was created as a preferred alternative to other forms of workers' compensation and statutory disability benefits coverage to non-profit human services agencies throughout New York State.

The Trust represents a wide variety of human services organizations consisting of multi-dimensional rehabilitation agencies such as drug and alcohol treatment, assisted living and educational services for children and adults, family planning and counseling assistance, sheltered workshop programs, day care centers, physical and occupational therapy, home health care, group homes, half-way houses, and charitable donation services.

2009 was the most successful year in the history of the Human Services Trust. New agency growth and renewal retention exceeded our highest expectations. In addition, the Trust was able to do something for every member that was unprecedented in its 14 year history. The Trustees were able to return every member’s equity deposit at a time when human service agencies saw drastic cuts in state funding. Over $1.2 million was distributed back to member agencies! This is in addition to offering competitive premiums for all trust members, but especially those with the best loss ratios.

Once again the Workers Compensation Board has awarded HST its strongest financial confidence rating, “fully funded with no restrictions”. Careful Trustee oversight along with sound underwriting and financial management services have been the hallmark of HST’s continuing success.

Your trust has grown each year and can now boast assets and approaching $ 38,000,000. Cost savings, integrated workers’ compensation and disability benefits plans, flexible monthly pay-as-you-go billing programs are just a few of the value-added services available exclusively to trust membership.

The Trust’s long-term third party administrator, FCS Administrators, Inc. provides member agencies with aggressive claims management services, medical case management for all lost time injuries, loss prevention safety services, medical bill fee schedule savings, and exclusive on-line claims access.
